Paypal

I just watch a TV show about Internet business which talked about the security of ordering with Paypal and others.  During the interviews with Paypal there wasn't much security offered, in fact PayPal really doesn't take any action against anyone.  The really kind of took middle ground.  So why do so many people use this service?
