China cracks down on SARS

About time countries take a real stand against spreading deadly diseases.  If I contracted SARS or any other deadly disease I would think it would be important for me, on a personal basis, not to assist spreading the disease any further then it had.  So why is it that people have to be told to stay quarantined once they know they have SARS?  And why did the government of Canada tell the world it's ok to visit Toronto long before it was really safe?  Money?
